The probabilities weigh heavily against the deterrent power of certain retribution in the case of dictators, because their lives are continually at risk anyway, so that the remote possibility of an international tribunal carries no weight...

As a matter of fact the one's who consider eternal consequenses are more likely to worry about it. I know its not your bag but probably where the term benevolent dictator originated. Personally I'll opt for the democracy.

In the past, the US has supported some pretty nasty dictators.

Also in the present.

Of course, they are all 'friends' of the West, unlike Milosovich. So all we care about is maintaining the status quo.
