My understanding - perhaps deficient - is that "persuading" the Kosovars to flee by any available means was high on the Serb agenda. The typical means employed by an army fighting guerillas is to "dry up the sea" by directing extreme violence against the civilian population that sustains the guerillas. Given these two factors, I do expect that the current refugee crisis would be at least as severe as it is now, though you might see fewer adult males among the refugees. These would either be fighting or dead. I remember going to villages during the height of the conflict here where the male population between 15 and 50 was simply gone. If they were caught in the village they would be presumed to be rebels, so they either became rebels or fled to the city, becoming refugees in effect. No other country here to flee to, of course.

An urban population, even a village, cannot resist deportation, even if armed. The only options are to flee to the hills or submit.
