Jules, your scenario is certainly a possibility, but there are a number of assumptions that cannot be verified. It does seem that IDTC has been waiting to finalize negotiations and that this may still take some more time. I suspect they will not wait too much longer now.

Is there any possibility that the lack of news is due to the management unable to close any investment deals? Everybody (myself included) seems to believe there's a lot of deals waiting to be announced. So far NOTHING has been reported. I would be concerned that if there's still no news this week. At least they should say something about the consent offer! Of course, this would have no impact on the stock price. What we need now is some BIG news like Softbank or AOL investment.
