Ex-dividend is the time in which you would not be eligible for TIPS dividend. The DOR date is 5/20 and you must be a shareholder of record on that date to be entitled to TIPS dividend shares, so you must purchase TNRG no later than 5/17 to allow for the 3 day settlement period of the transaction in order to be shareholder of Record on 5/20. Those who buy on 5/18, 5/19 etc...would not be entitled having bought during the ex-dividend date which technically lasts till the dividend is paid out.
