OT -

I use both Sprint and AOL... both have local access in MANY larger cities, but in a smaller town, you have to use one of their toll-free numbers, and pay a surcharge (about 10 cents/minute).

AOL is the best I've found for access... it has affordable international access also... for instance, $3-4/hour in Tokyo...

You may want to try at&t or microsoft. I read one of them have a special number that seems to always be available, internationally ( figure they must be always be available nationally). It was in wsj in the last few weeks. Can't remember which provider perhaps a call to them would help.
