It's obvious though that non-military targets have been on NATO's hitlist and these targets have a high degree of civilian casualty risk due to proximity to residential areas. Since these weapons are far from perfect, NATO is accountable for the civilian deaths.

I also "heard" that NATO pilots are dropping munitions now even if they don't have perfect targets. From what I gather they are taking heat from commanding officers if they don't drop their payloads ?
