Here is an example of the SEC making a company restate results but the stock was not halted.

The difference is the SEC found something they didn't like in DCI's books. The SEC suspended trading in DCI's stock.
ITEL did nothing wrong. Because ITEL is (maybe) merging with DCI, any news on DCI will cause ITEL's stock price to move. NASDAQ had to stop trading on ITEL as soon as the SEC suspended DCI.
