There is an enormous amount of pressure to achieve consensus in an organization like NATO, and that means the United States, as its principle sponsor, has an exceptional amount of leverage. However, that is only right since we do most of the heavy lifting. On the other hand, it is nonsense to think that the other nations have no clout, especially if several of them can form a political bloc on a given issue. The truth is that the Europeans abdicated on this because they wanted the States to take care of their problem for them, and in order to induce the States to move, they had to take a backseat to an even greater than normal degree....
