Cpn: When a used auto salesman tells you that the old clunker he is trying to palm off on you has only had one owner - an old lady who used it once a week to go to Church - then you could say it was "under-owned". If the clunker has 200,000 miles on the clock, then it could be said to be "severely" under-owned.

CJ: "Under-owned" is a legitimate although awkward term which means that DELL does not have the huge number of shareholders you would expect it to have relative to its performance in the market. I don't know whether or not this is true for DELL, but that is the "concept" of being under-owned. It is often confused with the term "under-valued" - a whole 'nuther concept.
