Yes, that could be exactly what happens. As Stratfor pointed out, the two big players in OPEC are patching things up between each other and it is definitely in their interests to keep things steady.

Too high a price will encourage other sources to be developed. Too low is bad as well.

I would expect some sort of announcement to accompany an increase in production. This would prevent speculation there is cheating underway.
