The PMs are nothing more that a record in a SQL or similar database. Anybody with the required access rights and tools to make ad hoc queries to the database can view those records. I presume that Bob meant that he and Jill do not have a direct mechanism to retrieve records from the database.

The quality of the privacy of PMs is directly related to the quality of the individuals who grant and receive access privileges to the database. Considering their past conduct, we can presume that they hold the private aspect of these messages on at least as high a pedestal as message originators do.
