This Stratfor report is interesting but it neglects one factor, that is KLA. You still have to put the KLA militia in the equation. Then I disagree with the ''sovereignty'' issue: Germany has been occupied by Allied forces for 50 years!! Yet, it didn't prevent them from becoming the largest and most prosperous economy in Europe!

Now, I see some dangerous political consequences stemming from such an Allied Fiasco operation... For instance, how about a courtesy visit to Milosevic by a couple of jingoist European leaders? I mean Milosevic deserves some congratulations and, on the other hand, with the looming EU general elections (June 13th), far-rightists such as Le Pen and Megret in France, Philip Dewinter (Belgium), Jorg Haider (Austria), Fransesco Fini (Italy), Schoenhubber (Germany), etc. might find it useful to ask for a picture with Milosevic...
Bad sign for all the minorities living in Europe: Muslim Albanians were our little Canaries whose fate anticipates how Europe as a whole will deal with the ''Minority Question''.

From Yalta to Malta.

In 1987, at their Malta meeting both the US and the Russians agreed - among other issues - on preserving the status quo re: boundaries in Europe, i.e. as defined by Hitler-Stalin Pact of August 23, 1939.
Moreover, the Bush-Gorbachyov team did not foresee the break-up of multi-national states such as the Soviet Union and Yugoslavia (Imperial History 101 not taught in Washington and Moscow!) See: Bush's "Chicken a la Kiev" speech.

US/UK Final Solution in Yugoslavia can lock out these two countries from any future European developments where Berlin and Moscow will have the major say. There can be no lasting peace in Europe without Russia (See: 1815-1864 period).

As for Bill Clinton and Tony Blair, both should undergo psychiatric examinations ASAP.
