In the first place, shorting stocks for the most part is stupid, especially when there is so much money to be made the old-fashioned way. And shorting a penny stock is completely moronic! The risk/reward differential is astronomical! Most successful long-time investors will tell you that shorting stocks should be done only in those rare instances when hedging a long position is critical, most often by institutional investors and MMs. The retail investors who short stocks for pure investment potential are playing with fire. This is a new era in the stock market and there is a plethora of neophytes who really don't know what in the heck they are doing.
