The article only mentioned this because it underlines their point that existing plant has many embedded insufficiencies and hidden weaknesses which are brought to the surface when the system is taxed, like it is when it is loaded in a way that it was never designed to handle. By existing I mean includes the current panacea of HFC upgrade. HFC is a minimal solution and it is a mistake to take that road, but MSOs have to start somewhere. Those which take the all-optical route will have an extraordinary advantage over the minimalist approach. As expensive as stringing all-optical is, it is orders of magnitude cheaper over the long term than the alternatives and it is the only way to provide consumer choice. Which MSO will take the high road? None that you know.
