Since you didn't state the person was an officer of the company or in a position to know, and also didn't characterize the circumstances or the person's credibility, I made my judgement that pronouncements like that usually aren't well founded. If in light of the above you feel they are, appreciate that feedback.

Exceptions to the rule - and that's the wild card. In a story like ART, where the CEO fans speculation on the Dow Tape and arguably many parties are involved, the likelihood that the tape isn't smart on this is low. Do we get a 1-2 point bounce at some point? Probably (hopefully). Do we get a 7-10 point pop? IMO, possibly, but not likely.
