Hey. I think I finally did a little original DD. Just got off the phone with a Mr. Philip De leon at the State Department. He wasn't highly knowledgeable about the contract with Russia, but he was acquainted with it. Re payment. If the contract was signed by the Russian government, there should be no problem getting paid. If there are any problems, the Dept. of Commerce has personnel specifically assigned to resolving such issues. Apparently there have already been some attempts to counterfeit the HBI holograms. Didn't elaborate on that matter. He expressed his opinion that most of the economic problems which might have affected payment related to Russian banks and the exchange rate. Since the banking crisis and the devaluation of the ruble were pretty much passe' by February, he didn't believe they were material considerations.
