A Letter From the Chairmanbiz.yahoo.com The Company's Current Positioning and Future Potential SALT LAKE CITY--(BUSINESS WIRE)--May 10, 1999--The following is a letter from the Chairman of The Board of Dynamic Information Systems & exchange, Inc. (DiSX), (OTC BB: DIXS), the leader in Broadcast/Internet recruitment strategies. Dear Shareholders, As you already know, there have been many significant developments over the past few months both internally and with joint venture partners. Recent press releases have announced various tactical events as they have occurred but I would like to put everything in a strategic context at this time. To understand the entire picture, three separate companies must be considered. The first two are DiSX and topjobs.net plc (NASDAQ: TJOB - news), a leading UK-based Web site for recruitment advertising. Together, these companies have created a third ''joint venture company,'' topjobs.net inc (''inc'' joint venture company, ''plc'' NASDAQ: TJOB). It is the joint venture, topjobs.net inc, that provides the Top Jobs on the Net Internet service and partners with TV stations across the USA. With these developments, the organization and focus of DiSX has expanded and the Company's direction has shifted. We now have two divisions that serve as profit centers and each plays an important role in the direction that the Company is taking. The technical division, for example, researches, develops and maintains technical processes and software that enhances the Company's products, services and Internet delivery. The Company's ''Vote'' software, that automatically matches resumes with job postings, is currently under license to topjobs.net inc. The advertising division of DISX, Broadcast and Internet Media Services, purchases advertising from TV, radio and sport's marketing for Internet companies. An annual renewable contract with topjobs.net inc has led to TV and radio advertising buys in the Salt Lake City, Houston, and Los Angeles markets. The Los Angeles market also includes a sponsorship of the Los Angeles Dodgers. DiSX owns 49% of the joint venture company topjobs.net inc. (The other 5l% of topjobs.net inc is owned by topjobs.net plc.) Of course, a large part of the Company's value lies in this 49% ownership. However, independent of such ownership, DiSX expects to generate in excess of $5 million dollars in revenue in 1999. Most of these revenues will come from the advertising division. That is the current position of DiSX. It should help tie together past, current and future announcements. I trust that it also presents a clearer picture of who DiSX is and the new strategic opportunities that the Company has before it. As the Chairman of Dynamic Information Systems & exchange, Inc., I would like to thank you for your continued support. Sincerely, Eric E. Marchant Chairman
