The acquiree issues shares?

The acquiree issues shares to dilute the ownership of a hostile buyer.

There has been some activity in the M&A area and rumors of more; big companies like Amgen and Johnson & Johnson buying up the smaller companies. This is just the first step towards a takeover defense; as a shareholder, i don't like it.
