Datek typically confirms a cancel (as well as a buy or sell) within less than a minute. This does not include the first 15-30 minutes in the morning when it seems virtually all internet brokers are unusable.

My phone broker was about the same but I've never used Schwab or Fidelity.

Also with DLJ, if I'm in a hurry I just call them and it's much faster that way, usually while I'm on the phone.

Most of the time when you click on "cancel" you get a pending.If you click again in 10 seconds or so you get an out.
