A cover story because it's so weak the UN wouldn't touch it. Hell, the UN nations don't trust our CIC.

JLA--- I think the Europeans wanted us to take care of the problem for them, but in order to get us to do that, they relinquished effective control over the operation....Unfortunately, leaving it to fall into the hands of General Foul- up, C-I-C...
