That's true in many instances IF the SP provisions their infrastructure in accordance to the original Bellcore-defined specs. But don't forget that there are many dsl variants now being unleashed that use Ethernet collision domain backplanes in the central office DSLAMs, which are really not DSLAMs at all, rather they are concentrators. These operators who use the concentrators are avoiding the more costly deterministic ATM approach in the edge in favor of a "best effort" technique.

DSL concentrators are being deployed mostly by the smaller operators who are attempting to avoid the costs of the ATM fabric.

Yes, some DSLs offer what you suggest, but not all of them, and there is still the contention deeper into the edge and core. One should keep in mind, though, that there is no blanket guarantee here, and one must still do diligence, lest they find out that the DSL they are paying for is not as deterministic as they might otherwise think.
