The initial minutes for each year are always the most interesting--in my opinion. I have always believed that if the FOMC did not want to spook the economy with a rate change they would first attempt to adjust exchange rates to affect the U. S. economy.

In that sense, directly under the caption "Foreign Currency Direction," numbers 1 through 4 is the means to do it.
