With some ISPs, you can have your IP address almost immediately.
Processing a domain request with InterNIC takes a little longer.

mulla, I believe KAA said it was more or less instant to get a "domain name registered".

An IP address is given by the ISP when one logs on. So I suppose that a company wanting to set up an IP address would have to get on the web either by a provider or directly to the web "backbone".
