Tim, you may want to quiz your sources along the lines of what I get from my sources. The push of ISDN is for those who have trouble getting ADSL and are stuck with a poor sub 56K connection, and, ISDN isn't viewed as having much life left in it for the business customer and is being cut in price to fit the average consumers budget. SBC sees offering any improvement to the consumer market as one way of competing against the cable companies and the CLECs. Many people will remain with an increased connect speed for a year or more before looking to upgrade again. That time allows SBC to hold customers while they rollout DSL and further improve the system. In short...offering cut rate ISDN is a means of competing. Competing is the keyword here. That's something new for the likes of SBC.

My sources say SBC is looking for the fastest connection within an acceptable customer price range they can get. They say it is very clear to them that anything short of that will be their downfall.

Sounds like SBC cut ISDNs price because it's no longer an advanced service. Hope it's not the same idiots who priced ISDN so high to begin with. If so, I'm afraid DSL pricing will match the old sky-high ISDN prices. The telcos never consider competition when developing pricing models.
