Prosecute? You might violate their rights, after all they had unfortunate childhoods. Better yet, why not jail the grandparents, they the ones responsible for the parents, who neglected the children, who... or... Sue the makers of trench coats; at least make them refund the money paid for black ones. Confront the problem by punishing he guilty and holding them personally responsible for their own behavior. Your suggestion is absolutely correct and addresses the problem, but no one is listening.
