We must be looking at different sites. The site I'm looking at explains their method on the bottom of the page. They combine things like earnings outlook, inflation adjustment, sector valuation, etc.. I don't see any mention of any charts.

Not at all. Chartistes don't care much about p/e at all. Only p matters. If e gets involved, it must be a "hybrid" TA and FA approach.
The charts are used to try to understand - and ideally prognosticate - short to medium term PRICE movements.
The successful "technical" investors I know use FA to choose what they want to do with a given stock (if anything), then use TA to choose entry and exit points.
Right now CUBE is grappling with a weak resistance level dating to a double bottom in Dec 98. From there - resistance is $29 and support is $23. I'm hoping that "resistance is futile", nyuk nyuk.
