It just shows what a poor decision maker he is. He spends a lot of time putting out trial balloons and leaks to bluff & bluster. His latest trial balloon is 60,000 ground troops to go against the 40,00+ Serbs in Kosovo. He and Hill did the same during the Health Care Task Force --- every month had a new trial balloon.

All except one! He did succeed in winning the military confrontation with the draft board. It must be noted, however, that he later repented and the American people allowed to enlist as the Commander in Chief for eight years.
