A couple of "heroes" from Bosnia and their gangs are in Kosovo, notably Arkan. They are "independent paramilitary units", and therefore may provide cover for the regular Serb forces. I hope that Clinton is preparing to back away from utter intransigence. After all, if Milosevic is Hitler, how can we negotiate with him?
