Management of a supply chain is to establish a multi vendor source list.

The Space Agency , the Defense and a host of others including the Auto Industry have realised that along time ago. There is nothing in a Civilian Communication Switch system that is a state of the art. If it was the U.S Govt would not allow NN an export license. I rest my case on the basis that such switches are exported all round the world includng China ,without restriction.

State of art claims as you are suggesting come from the old school were sole source procurement was enforced to regulate the kick back and price gouging that occurred. That school has long given way to what is termed generic S.O.R procurement specs which facilitates Mgmt of the supply chain on a competitive basis both for delivery and price. Complex weapon systems costing Billions of Dollars are procured every day on a multi -source basis.

The Fords, G.M's, Boeings and DELL's of this world would have long vanished if they had been wedded to sole source procurement and justified it on the basis of state of art technology.
