Here are some facts: 1. NATO treaty itself outlaws NATO's action in Kosovo. Article 1, the members of NATO pledge "to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the United Nations. The NATO treaty further obliges its signatories "as set forth in the Charter of the United Nations (article 3), to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered." Furthermore it requires approval of the U.N Security Council for use of armed force. The U.N. doctrines are our only international agreements for outlawing war and prohibition against the use of force.
