I agree with what you say about stopping a scam on its tracks before it goes any further. But the dilemma you face in exposing it so abruptly is that the last investor to come in pays the heavy price. And very often the last one in is the "unsophisticated investor" who placed his pension money after learning that everyone else was getting rich.

Suppose you buy a stock on Wednesday and the fraud is exposed Thursday morning, do you deserve your faith ?

The onus of DD should not just be placed on the individual investor, the exchanges have a responsibility to ensure the integrity of the markets. They should have a system of checks and balances to weed out scams. The simple fact that a BB stock on NASDAQ doesn't even have to supply audited Financial statements is ludicrous.
