I don't know what all the fuss is about. I live in Europe. As far as the American tax authorities are concerned, I and millions like me, are "non-resident aliens". We look like other human beings - even like Americans, but we don't reside in the US or hold US citizenship - "non-resident" - get it? We are aliens to America who are aliens to us. The only tax I have to pay to the US is a witholding tax on dividends - a tax which applies to everybody whether they are Yanks or Martians.
