In light of the SEC's past enforcement actions, I doubt if the MM's are even worried about them. The MM's probably figure they will have to pay a $25,000 fine and promise not to do any further illegal shorting, a promise which they will promptly ignore. As long as the MM's can steal millions and get away with a slap on the wrist, they are not going to change their ways. I'm not bashing MDIN/NPEC. I'm bashing the MM's and the SEC!
