Somewhat on this topic, our governor, Jesse [Turn Buckle] Ventura, broke tradition and did not declare a Minnesota state day of prayer.

"I'm perplexed to think the Governor would refuse to issue a prayer proclamation, something President Clinton and many other Governors have proclaimed this year, but would issue a proclamation for the Rolling Stones on February 15th" said Tom Prichard, president of the Minnesota Family Council.

"In a time of school shootings and international turmoil, we should be encouraging prayer all the more" added Prichard

The prayer proclamation tradition dates back to February 19, 1795 when President Washington issued a proclamation for a day of public thanksgiving and prayer. The purpose of a prayer proclamation was stated by Abraham Lincoln when he said in his 1861 prayer proclamation "It is fit and becoming in all people, at all times, to acknowledge and revere the Supreme Government of God."
