The following was just sent out today via e-mail. I am told that he does have a fairly large and well versed following (IN O&G). I do not have any idea if it will generate any buying pre-news, however it should generate additional market interest as the projects get underway and we start to see results come in.

Salut,

A Strong Investment Opportunity in the Oil & Gas Sector:

Commonwealth Energy Corp., listed as CWY on the Alberta Stock Exchange, will shortly begin a 3 well drilling program on the "Camp Colorado" prospect in Coleman County, Texas. The initial test well will offset one of the 4 existing wells in the field, which cumulatively have produced more than 4.5 Billion cubic feet of gas. The potential exists for this property to host 10-15 wells.

Following the Camp Colorado drilling program, Commonwealth Energy Corp. plans to pursue a recompletion drilling program on the "Old World" gas field in Parker County, Texas as announced March 1, 1999. An independent engineering report dated April 9, 1999 states proven reserves of 1.5 Billion cubic feet of gas and unproven potential reserves of 13.6 Billion cubic feet of gas in this field.

Commonwealth Energy is very eager to pursue its Wyoming Oil prospects in the summer of 1999. Located in the prolifically producing Powder River Basin, Commonwealth's 16 Wyoming Prospects present the potential for reserves of 174 million barrels of oil.

Commonwealth Energy Corp. utilizes leading edge technology known as Differential GPS Hydrocarbon Surveys which has proven to be extremely effective in the identification of highly qualified hydrocarbon deposits. Over the past two years the technology has enjoyed an 87% success rate.

Other points to consider:

1. Strong management team comprised of experienced businessmen and industry professionals.

2. Commonwealth Energy has no outstanding debt.

3. Management & associates control approximately 70% of the outstanding shares.

4. "CWY.A" is currently trading near its historical low.

5. Industry experts are predicting that the demand for natural gas will experience sustained growth.

6. Oil prices have seen a dramatic increase since the fall of 1998 (approximately +40%).
