What I have heard the worst thefts happened in '95 and '96. Then the Chicoms needed a cray to run the programs and Bubba got them 6. Then they needed a targeting system and Bubba got them Loral. Bubba must be the head of procurement for the Chinese Nuclear Program. Used to be a word for someone who sold our secrets, maybe traitor? Maybe he is related to the Rosenbergs.
