Yeltsin for all his illness is still a sly fox, no? I honestly think he wanted Primakov and his nationalist compatriots to fail in their negotiations, so that Chernomyerdin and the reformist could win the day. What a political coup for Yeltsin! And the West knows this gamble, that Russian reform rides on the back of Chern. which is why I think there shall be a relatively speedy settlement forthcoming...
