Um, your questions are a little vague and I'm in over my head, so you get fuzzy answers.

You get what you pay for...usually.

Any finite resource can be stressed. I think the reason cable is more vulnerable to this is because the finite resource is the last mile (that is prohibitively expensive to upgrade). A lot of people share this resource. With xDSL you still share a pipe somewhere, but the sharing begins further upstream from the last mile which means the shared resource is easier to upgrade if/when it gets maxxed out.

This is my limited understanding of it. Do some reading, report back to us, tell me I'm wrong or right -- I'd love to know.
