Clinton and his spinners desperately wanted a foreign diplomacy success in Kosovo to shore up his image, and took insane risks in the process. They also were desperate during Monicagate with the Israel-Palestinian negotiations, when Clinton put Pollard in play, and committed the CIA to monitor terrorists on the ground to ensure Israel's security. Clinton's grandiose plans always carry within them the seeds that make them turn to shit, which he usually leaves for others to clean up. (This CIA mission in Israel is sure to follow the rule.) That's why we hop from crisis to crisis, and scandal to scandal.
