That was not arbitrage. This had nothing to do with a higher Nasdaq opening. Nas had considerably higher volume and they could have easily opened it higher themselves if they wanted to. In fact the opposite was true and it was Nas that was following the TSE's lead, and they were trying to drive it down while the TSE kept popping it up. Look at the action a bit closer before you jump to conclusions.
