Bid and Ask prices quoted represent the market
makers' best bid and ask prices. There may be some
one with an order in to sell at .11, but the market
makers would not match it with your order because
they wouldn't make anything on it. If someone puts
a sell order in at market (.10) it will very likely
give them some shares they may sell to you at .11
allowing them to make 10% in the process.
