brees, I understand. The consciousness of the realm? Check out the House! They want to hold Clinton's feet to the fire. In my experience, there are very few gung- ho interventionists among conservatives. The division is mostly between guys who think that we should tend to strengthen existing arrangements, such as NATO, prepare for crises, and use our good offices to encourage democratic development; and those who are hostile to continuing to play a major international role now that the Cold War is over. Few think that we ought to use force if it is avoidable...
