Hey George! Still weeping around over those poor little Serbian fellows of yours huh? REJOICE!! The Kosovo War is over and your Balkan Butcher has won!
Therefore, there's no point in squabbling over and over and over again... Western Europe had not the will to challenge Milosevic's jingoist ideology so, they used the US's fire power to show the world over that Europe was still committed to human rights, morals, and the like... But, as French President Jacques Chirac put it in one of his many TV speechs, when it comes to a political settlement of the crisis then NATO must step aside and the EU (namely France, the UK, and Germany) are to be in control... Such an ''understanding'' was never openly announced, yet it's been borne out: EU powers are brokering a political agreement between Milosevic and a weakened Albanian leadership, using the Russian middlemanship as a diplomatic Trojan Horse for their own Balkan agenda.

Gustave.

PS: Want a hint? Here you're: did you ever hear the Brits calling for a greater involvement of Russia in the Kosovo crisis? Nope --it's always been a German/French desiderata...
