I don't believe it. It just doesn't make sense.

The first part of your statement has been a problem in the past.

I must agree. AMD certainly has a poor history of ramping up, vis a vis Intel.

At some point Intel is going to have to do this as well. No way they can transition all fabs to copper at the same time and maintain production at constant output, especially if they're employing technology along the lines of what will be used at Fab 30.
