Barb, I didn't mean that the absence of consensus meant that there could not be a change in the future, just that it was not a foreseeable solution....

About uniforms, as I said, I am skeptical, but it is true that gangs use clothing to differentiate themselves, and that people have been killed over Eddie Bauer jackets. Perhaps most importantly, there is reason to believe that the "broken windows" thesis associated with James Q. Wilson was correct, and that small signs of pride and discipline, or the opposite, can have effects in blighted communities...

Actually, I've seen that the uniform argument is based on economics. It's actually cheaper for kids to buy and wear uniforms than the "fashionable" gear they currently slouch around in ($200 sneakers, $50 baggy jeans, etc.) It does, of course, lend a touch of discipline. But that will never really mean much of anything unless it starts at home.
