Horse pucky. A fab is inherently a shell in which you can rearrange the inards at will, although it doesn't happen with a snap of a finger, as it takes precise planning. If they need special containment measures for Cu, (not a bad idea), move it in and install it, or build a wall, or whatever.

I DOUBT THAT !

If AMD anticipated COPPER METALLIZATION in 1996, they sure wouldn't have required MOTOROLA's Copper process two years later.
