Ricardo---You are in general correct that market distortions are often deleterious, and that tax policies and subsidies produce market distortions. On the other hand, the introduction of vouchers into a predominantly public system would allow greater participation in, and broadening of, the education market. So long as the United States is committed to ensuring universal education, it is the closest that we are likely to get to introducing meaningful competition for a broad section of the public....
