They are not even issued, and won't be unless the bond holders convert into shares. They are only increasing shares authorized just in case a worst case scenario takes place. I have a feeling that the bond holder will not convert until the stock gets ALOT stronger and things start to happen for the company, afterall they are first in line in liquidation as a bond holder, they won't get zilch (like the rest of us) if they convert.

I also think that good news will come on Monday morning. I have to think TSIG waited to release this until they could follow it up with a solid deal. If I remember correctly, they were supposed to file this by April 15, 1999.
