Plausible, from a technical perspective, if some of the other barriers that exist were lifted or reduced. But of course, with some obvious restrictions.

AOL would need to use auto-sensing to determine what access method each user was using in a real time, dynmaic way. Result would be multiple http / html schemes under dynamic determination and allocation. That is, of course, unless the 28.8 user was waiting for a screen presentation that was designed for a broadband splash!
