Rande, you are the only one to venture a guess. The answer may be a surprise, but it is the Federal Reserve, which most Americans think is part of the US Govt., but is actually a private institution.
They must, by charter, return profits, after expenses, to the treasury. They make money from thin air. There is no argueing the fact that they are the most profitable business enterprise the world has ever seen.

How about the genius trust running the NATO bombing? Now
they have gone way to far, hitting civilians, and now the Chinese embassy. How close are we to nuclear war now?

And then on the news I see a US general saying, in a cracking voice, how the 3 pow's were slapped and kicked! Oh, the horror!
